Nograles: CHR budget will be used to fund free tuition in SUCs


House of Representatives committee on appropriations chairman Karlo Nograles told reporters on Thursday the bulk of the P678 million budget that would have gone to the Commission on Human Rights will be used to fund the free higher education law.

The House earlier approved a P1,000 budget for the CHR in 2018, effectively defunding it and provoking an outcry on social media.

Nograles said the funds that would have gone to the Energy Regulatory Commission and the National Commission on Indigenous Peoples would be used for the same purpose.

The ERC and the NCIP were also each given measly P1,000 budget for 2018.

Nograles said the funds for the three defunded agencies would amount to P2.1 billion.
