Davao City Mayor Sara Duterte-Carpio has created the Committee on Anti-Red Tape (CART) to help expedite business and non-business-related transactions in the city.
The mayor signed Executive Order No. 32, series of 2021, known as “An Order Creating the Committee on Anti-Red Tape (CART)” on June 1, 2021 and shall take effect immediately.
“The CART shall ensure compliance with the requirements of R.A. (Republic Act) No. 11032, its implementing rules and regulations subsequent issuances by ARTA (Anti-Red Tape Authority) as applicable.
R.A. No. 11032, known as “Ease of Doing Business and Efficient Government Service Delivery Act of 2018,” mandates all government agencies to adopt simplified requirements and procedures that will reduce red tape and hasten transactions.
The CART shall be composed of the city mayor or her authorized representative as chairperson; head of the Internal Service Decision as vice-chairperson; and heads or representatives of the Sangguniang Panlungsod, City Treasurer’s Office, City Assessor’s Office, City Planning and Development Office, Human Resource Management Office, Business Bureau Permits and Licensing Division and City Legal Office as members.
The Internal Audit Service Division will serve as the Committee’s Secretariat tasked to handle all administrative and secretarial activities.
