Mayor Rivera imposes stricter border controls in GenSan as Covid-19 cases rise

General Santos City Mayor Ronnel C. Rivera has ordered the implementation of stricter border controls amid the rising cases of coronavirus disease in the city.

The mayor signed Friday, April 30, Executive Order No. 21, providing guidelines for the implementation of stricter border controls, response and other measures, providing for non-pharmaceutical interventions in order to curb the rise of Covid-19 cases in Gensan.

“Upang maproteksyunan ang ating ekonomiya, ang ating kasalukuyang MGCQ (modified general community quarantine) status, at mabigyan ng pagkakataon na makahinga ang ating health systems capacity, kanina pinirmahan ko na ang bagong Executive Order para sa Stricter Border Controls sa General Santos City,” he said, noting that the city has 141 active Covid-19 cases.

The mayor, citing the report of the medical team, said that hospital occupancy rate for Covid-19 patients in the city stood at 82.8 percent and the Intensive Care Unit (ICU) occupancy rate is at 71.43 percent or nearing the 75 percent critical level.

While there will be stricter border control, he said all business or economic activities allowed under the existing national guidelines for MGCQ shall continue in the city.

“Ibabalik din natin ang mandatory 7-day quarantine para sa mga pumapasok sa ating lungsod para sa mga returning residents or essential travellers na hindi naman APOR or Authorized Persons Outside of Residence,” Rivera said.

For activities or gatherings with 30 or more participants, the mayor said there will be “twin approvals” from the barangay where the events will be held and the Local Inter-Agency Task Force.

The curfew will continue to be in effect between 12 midnight and 4:00 a.m., he said.

“Ngunit ang mga bars at establishments natin ay pinapayagan lang na mag-serve ng kanilang customers ng 11 PM upang mabigyan pa sila ng pagkakataon na ubusin ang kanilang last orders at makauwi sa kanilang mga bahay,” the official said.

“Nakausap na din natin ang mga musicians at entertainers ng lungsod at aming napagkasunduan na hanggang 11:30 PM na lamang ang kanilang mga tugtugan upang mabigyan din sila ng pagkakataon na magligpit ng kanilang mga gamit at makauwi, at bilang paalala na din sa mga parokyano nila na malapit na ang curfew,” Rivera said.

The new EO shall take effect on May 1 until May 31.
