ID lang pwede na! Sara appeals to mayors no to impose unreasonable entry requirements

DAVAO CITY – Mayor Sara Duterte on Thursday reminded anew neighboring local government units (LGUs) that there is nothing in the Omnibus Guidelines for General Community Quarantine (GCQ) that requires GCQ-exempt workers and other individuals to present documents other than their identification (ID) to move from border to border.

This, after returning residents and GCQ-exempt workers, were refused entry in other LGUs under GCQ for failing to present letters of acceptance and travel orders, among others.

“Wala sila kasabot nga dili na kinahanglan ang letter of acceptance because LGUs are required to accept dili lang OFWs, dili lang ilahang stranded, but [also] ang returning residents nila,” Duterte said in a live radio broadcast. “Ayaw pangayo-i ang mga tao og travel order, unya mangayo pa sila og seal, uban mangayo pa og tinuang od nga pirma nako (They don’t understand that a letter of acceptance is not necessary because LGUs are required to accept not just OFWs or stranded residents, but also their returning residents. Don’t ask for a travel order from them, or a seal, others even require them to present my real signature),” Duterte said.

She said everyone needs to understand that is applicable under ECQ wherein you cannot travel in and out, adding that under the Omnibus Guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID), during a GCQ, only activities for leisure or entertainment purposes are not allowed.

Workers classified under Categories 1, 2, and 3 under the Omnibus Guidelines for GCQ should only be required to present their identification (ID) cards from their employers, she added.

“Kung ang tao muingon sya nga naga trabaho ko dinha, pangita-i ninyo og ID,” Duterte said. “Gi ingnan lang nako sila na dili sila mangayo og unreasonable nga documents sa mga tao (If a person says he or she works there, ask them for an ID. I told them not to require unreasonable documents from people).”

If LGUs, she said, intend to refuse entry or prohibit interzonal and intrazonal movement for GCQ-exempt individuals, then said LGUs should ask the National Government to re-classify their territories under ECQ.

“Kung dili mo gusto magpa-sulod sa inyong LGU, magpa-saka mo to an ECQ because during an ECQ, dili pwede musulod, dili pwede mugawas. But during a GCQ, kung ang imohang silingan GCQ ug ikaw GCQ, pwede mo mag biyahe (If you don’t allow entry in your LGU, you should elevate it to an ECQ because during an ECQ, you cannot go in and out. But during a GCQ, if your neighboring LGU is under GCQ, and you are under GCQ, you can travel),” she clarified.
