Ex-Surigao Del Norte mayor Penera faces graft raps over land purchase
Former Sta. Monica, Surigao del Norte mayor Rosalinda Penera has been charged with graft over the alleged anomalous purchase of land worth almost P1 million.
The Office of the Ombudsman filed the case after having found probable cause to indict Penera.
Those included as her co-accused are municipal accountant designate Dianette Evangelista, municipal treasurer Aurea Menil, municipal budget officer Gilbert Dagcuta, municipal budget officer designate Lei Amor Laplana, and private individual Rodulfo Arlan Sr.
The case stemmed from the municipality’s purchase of a parcel of land owned by Arlan in 2010 worth P980,000.
The purchase was intended for the municipality’s Core Shelter Assistance Project (CSAP).
However, the Ombudsman discovered that the acquisition of the land was made even though there was no specific appropriation ordinance by the Sangguniang Bayan.
