Former Cotabato Rep. Gregorio Ipong has been charged anew before the Sandiganbayan for alleged misuse of P9.4 million of his Priority Development Assistance Fund (PDAF) in 2007 for ghost projects.
The Office of the Ombudsman filed against Ipong two counts of graft, one count of malversation, and one count of malversation through falsification.
Former Social Welfare Secretary Esperanza Cabral is also co-accused in the case, according to the Ombudsman.
Under the charges, Ipong is accused of having ghost livelihood and medical assistance projects under the Department of Social Welfare and Development’s (DSWD) Kapit-Bisig Laban sa Kahirapan–Comprehensive Integrated Delivery of Social Service (Kalahi-CIDSS) program and picked the Economic and Social Cooperation for Local Development Foundation, Inc. (Ecosoc) as the non-government organization (NGO) partner.
The Ombudsman pointed out Ecosoc was chosen as the NGO partner without the benefit of public bidding and was also found unaccredited and unqualified to take on the projects.
