Ba’t nakalusot ‘yan? Ex- Davao Oriental mayor faces graft raps over fund release


Former Caraga, Davao Oriental mayor William Duma-an faces graft indictment over the irregular disbursement of over P1 million in cash advances in 2011.

The Office of the Ombudsman ordered the filing of the charges before the Sandiganbayan after finding probable cause to indict Duma-an with three counts of graft.

The Ombudsman also named as his co-accused Municipal Treasurer Arnold Samon.

Records show that in July 2011 the respondents authorized the disbursement of P1,479,200.57 as cash advances for expenses in the founding anniversary of the municipality.

However, the Ombudsman said the funds were released “without observing pertinent rules required by the Commission on Audit and the Local Government Code.”

“Payment of the cash advances should not have been made for the deficiencies were so blatant,” the Ombudsman ruled.

It added “these 2011 cash advances have not been liquidated by respondent Samon” and ”respondent Duma-an failed to substantiate his claim that the cash advances were used for their intended purpose.”
